The employee has minimum 28 calendar days of vacation, it is allowed to guarantee more than 28 calendar days but not less.

Public holidays are excluded but weekend days are actually included. The law says that one vacation should be 14 calendar days long, it is 10 workdays and 4 weekend days. Also, when an employee is taking a week off, the vacation should be from Monday to Sunday (7 PTO would be used).

However it can be agreed between employees and employer that weekend days are excluded, the final decision about vacation system is up to the employer to decide. It is very common that when the weekend falls in the middle of vacation then the weekend days are included.
